市场风险-欧盟碳关税扩围信号！汽车、建材等行业或将纳入管控

<p style="text-indent: 2em; line-height: 3em;"><span style="font-size: 16px;">为实现减排目标，欧盟建立了碳市场，将部分高碳排放企业纳入管控范围，这些企业需为碳排放支付相应的成本。这使得在欧盟境外生产、出口至欧盟的高碳排放产品，其成本低于欧盟本土生产的同类产品。</span></p><p style="text-indent: 2em; line-height: 3em;"><span style="font-size: 16px;">如此一来，欧盟境内企业的竞争压力增大，进而选择将生产转移至欧盟境外，形成了“碳泄露”现象。 </span></p><p style="text-indent: 2em; line-height: 3em;"><span style="font-size: 16px;">为解决这一问题，欧盟又推出了</span><a href="https://www.reach24h.com/carbon-neutrality/service/eu-cbam-carbon" style="font-size: 16px; text-decoration: underline;"><span style="font-size: 16px;">碳边境调节机制（简称碳关税，CBAM）</span></a><span style="font-size: 16px;">，对欧盟境外生产并出口至欧盟的高碳排放产品实施同等管控，以减少碳泄漏。</span></p><p style="text-indent: 2em; line-height: 3em;"><span style="font-size: 16px;">2023年10月，欧盟碳关税（CBAM）进入过渡期，首批纳入管控的有钢铁、铝、水泥、化肥、电力和氢六类产品，并明确了管控产品的海关编码清单。 </span></p><p style="text-indent: 2em; line-height: 3em;"><span style="font-size: 16px;">不过，首批管控的产品未包含以钢铁、铝为原材料的汽车用材、建材等，这些产品因海关编码不在管控清单内而未被纳入。这可能导致欧盟境内的汽车用材等下游产品制造商将生产转移至境外，从而引发下游碳泄漏的问题。 </span></p><p style="text-indent: 2em; line-height: 3em;"><span style="font-size: 16px;">为应对这一潜在风险，欧盟近期发布了《欧洲钢铁与金属行动计划》，强调需将CBAM的覆盖范围扩大至部分钢铁和铝密集型下游产品，并宣布欧盟委员会将于今年年底前提交相关提案。</span></p><p style="text-indent: 2em; line-height: 3em;"><span style="font-size: 16px;"> </span></p><p style="text-indent: 2em; line-height: 3em;"><span style="font-size: 16px;">7月1日，欧盟委员会启动公众咨询，旨在就以下事项征集各方意见：</span></p><ul style="list-style-type: none;" class=" list-paddingleft-2"><li><p style="text-indent: 2em; line-height: 3em;"><span style="font-size: 16px;">CBAM可能扩围至特定下游产品的政策设计</span></p></li><li><p style="text-indent: 2em; line-height: 3em;"><span style="font-size: 16px;">反规避措施及电力行业规则</span></p></li><li><p style="text-indent: 2em; line-height: 3em;"><span style="font-size: 16px;">这些措施可能产生的社会、经济、环境及行政影响</span></p></li></ul><p style="text-indent: 2em; line-height: 3em;"><span style="font-size: 16px;">此次公众咨询将于2025年8月26日结束，之后欧盟委员会计划在第四季度提交正式的立法提案。 </span></p><p style="text-indent: 2em; line-height: 3em;"><span style="font-size: 16px;">若下游产品被纳入管控，建议我国汽车、建材等出口欧盟的企业应提前做好准备，联合供应商降低产品碳排放，以降低出口成本，快速抢占欧盟低碳市场。</span></p><p><br/></p>
